A County Central Committee Member is a representative for the other Republicans of their precinct. In a Republic, we are always voting on people to represent a larger body of people. In the county parties, this is no exception. The CCC members are the governing body to the county party and the executive board runs the day to day operations of the party. Being a CCC member is a good place to start getting involved in the whole political process. To become a member one needs to self-nominate at the Precinct Caucus meeting then get elected by other members of that precinct.
